RTI JOBS: Monitoring & Evaluation Advisor

Scope of Work:
RTI International is seeking a Monitoring and Evaluation Advisor for an anticipated 5-year USAID/Zambia project. The objective of the activity is to provide assistance to the USAID/Zambia Health Office, implementing partners, local partners, and the Government of Zambia stakeholders to improve data systems and utilization.

The Monitoring & Evaluation (M&E) Advisor will lead, coordinate, and implement all M&E tasks of the project, ensuring all performance monitoring, reviews, and evaluations are completed adequately and that implementation progresses per schedule. This position is contingent upon award and funding.


Responsibilities:
  • Develop and lead the M&E plan across the project portfolio
  • Supervise the collection, analysis and reporting on performance indicators by other team members and project counterparts.
  • Lead the development of monthly, quarterly and annual progress reports on the status of project implementation; contribute to other project reports such as annual work plans.
  • Support and strengthen the capacity of USAID Health office and other partner public health institutions to improve data systems and utilization.
  • Integrate M&E into a routine project evaluation and performance improvement process that uses M&E findings to adjust program activities.
Qualifications:
  • Bachelor’s degree required, Master’s degree preferred in the areas of Statistics, Program Management, Public Health, Monitoring and Evaluation, or related field.
  • Minimum of 8 years of professional experience in a M&E position in the health field.
  • USAID experience and/or other international donor projects preferable.
  • Strong understanding of Health sector in Zambia. Previous work experience with the Government of Zambia and public Health sector of Zambia a plus.
  • Solid experience and familiarity with impact evaluations, quantitative and qualitative research methods, surveillance surveys, research methodologies, data analysis, sampling techniques and establishing M&E systems preferable with donor-funded development programs.
  • Experience in strategic planning and performance measurement, performance evaluations for improvement, reporting, and developing M&E and/or performance monitoring plans.
  • Strong skills in data collection and analysis, strategic analysis, M&E, identifying trends in data, and the ability to write convincing findings and recommendations.
  • Computer literacy, with ability to analyze and interpret data using Excel, online reporting tools, or statistical packages such as SAS, SPSS, or STATA.
  • Demonstrated ability to transfer technical skills through mentoring.
  • Strong oral and written communication skills in English required, including evidence of quality report writing and presentations.
  • Demonstrated ability to meet deadlines with quality products.
  • Strong organizational and interpersonal skills.
  • Good team player, ability to collaborate and share ideas.
