University Research Co., LLC (URC)
Established in 1965, URC offers a range of technical assistance to strengthen health and social systems and service quality by empowering communities and health workers to identify and scale up locally appropriate solutions to critical problems.  URC focuses on finding ways to deliver proven approaches to health care problems, applying quality improvement (QI) methods and conducting operations research to tailor those approaches to various settings. Recognizing implementation barriers unique to each setting, we train local managers and service providers to strengthen health systems, integrate system elements, and bring improvements to scale.


Background
URC seeks qualified COP candidates to support the anticipated USAID-funded Zambia Scaling up Nutrition Technical Assistance project. SUN TA supports implementation of the 1,000 Most Critical Days program, and will enhance the management and implementation of the SUN Pooled Fund by providing high-level technical assistance including support for planning, implementation and monitoring at the district and sub-district levels.

Roles and Responsibilities
The COP will be the principal point of contact in Zambia for procedural and substantive matters. The COP will coordinate and ultimately be responsible for results under this activity. The COP will be the primary liaison with USAID/Zambia and NFNC on technical matters. The COP will be responsible for responding to the COR and USAID/Zambia’s Contracting Officer. The COP will also be responsible for ensuring quality control and the overall responsiveness of TA provided under the Contract.
  • Provide overall strategic direction for the project, ensuring a comprehensive systems strengthening approach that supports multi-sectoral nutrition service delivery at district levels
  • Lead project engagement with key national stakeholder bodies and other implementation mechanisms to ensure cross-learning, and to foster joint planning
Qualifications 
  • Master’s degree in nutrition, public health, or related field
  • Minimum of 15 years’ experience with progressively more responsible leadership roles on large donor-funded projects; experience with USAID required; prior DCOP or COP experience preferred
  • Demonstrated experience in leading, managing and implementing large international development projects with similar depth and complexity to this RFP; and,
  • Demonstrated experience working in partnership with host governments, international donors, and implementing partners
  • Excellent communication skills and strong inter-personal and supervisory skills, including the demonstrated ability to lead teams of technical specialists
  • Ability to work independently and with team members and partners at all levels
  • Strong analytical and conceptual skills and the ability to think and plan strategically
  • Strong work experience with local and international partners in Zambia, including both private and public partners
  • Fluency in written and spoken English
